The Supreme Electoral Committee, headed by Abdel Moez Ibrahim, extended the date of the release of voting permits until Nov. 19. Ibrahim also said expatriate Egyptians will begin voter registration Thursday Nov. 10 until Saturday Nov. 12. The decision came after the National Council of Human Rights submitted a demand to extend the date of obtaining election-monitoring licenses. Expatriates will register to vote using their names in a database of voters through the committee's website. Ibrahim said Egyptian expatriates will vote in upcoming parliamentary elections according to announcements by the Supreme Council of Armed Forces (SCAF). The SCAF's decision will be according to suggestions submitted to the council regarding the implementation of the judicial verdict concerning Egyptian expatriates' right to vote. The Supreme Electoral Committee will announce the lists of the nominees on party or individual lists. The first article of the committee's Decision 24 of 2011 stated that a copy of the nominees' lists should be delivered to security directorates. The second article stated that if a party submitted more than one list, only the last one can be considered. The third article stated that if a party is having a dispute regarding its chairmanship, their list will not be accepted.
