The Administrative Judiciary Court cancelled Minister of Higher Education Hani Hilal's decision on transferring Alexandria University to Abbis city. This came after a number of university professors filed a lawsuit calling for canceling Hilal's illegal and unconstitutional decision, as they put it. The court said the constitution stipulates that the rule of impermissibility to deal conclusively with public funds is the cornerstone in the protection system, which was organized by the legislature of public funds. Documents say that Alexandria University, with its buildings of colleges, administration and subordinate departments, is a public fund subjected to the supervision of the people, the court said.
Dr. Salah Sadek, professor of law at Sadat Academy and lawyer for the plaintiffs, said he submitted documents to the court unveiling that the government agreed with a company to sell the university. Spokesman for the National Commission for Defending the University and Professor of Education at Alexandria University Abdullah Sorour voiced complete satisfaction with the court's ruling on stopping the sale or transfer of Alexandria University. For his part, co-founder of March 9 Movement for the Independence of Universities Abdel Galil Mostafa described the ruling as historic, calling for enforcing it as soon as possible. President of Alexandria University Hassan Nadir said there was not a decision from any sovereign body to transfer or sell the university, pointing out that the university will appeal the ruling in principle because it was based on a decision that was not taken. In a related context, the Administrative Judicial Court will tomorrow consider an appeal against the decision on demolishing el-Shatbi Hospital, an affiliate to Alexandria University.
